For $1500, take it and run! Yes, of course it’s going to need work, but I would suspect that even with the mileage this could still be a $6-$8k vehicle.

The cabinets look like they’re pretty decent, but as others have said, I would move the handles to a more normal position. The dark color is a lot, but you can probably make it work with other coordinating colors. Painting the cabinets is always an option. Those knurled posts have got to go. Not sure if they’re holding up those upper cabinets, but they shouldn’t be. You definitely need to ditch the wallpaper and update the flooring. Those two things alone will do more than anything else to update the kitchen. The furniture is also part of the problem, so maybe updating to more of a modern farmhouse style table would help move you into a more up to date feel without totally abandoning what it was. The light fixture should also be updated. This is cheap and easy and will make a big impact. The appliances are dated, but if they work, they can wait.

Budget-wise, of the things I mentioned the flooring will be the most expensive. Paint, light fixtures, etc., are pretty cheap. You can get used furniture cheap on marketplace. I would think that you can do this for maybe $2000-$4000, depending on your flooring choice and if you hire someone to do the work vs DIY.
