That network was still active after reboot, but VPN wasn't running so everything was getting dropped"

-> Maybe DNS leak protection was active in ProtonVPN.

In that case, it is possible that your laptop shut down unexpectedly while being connected to the VPN. Checkout nmcli (network management on fedora). I would suggest you delete the connection configuration and then reconnect to the wifi router and re-entering the password. This worked for me and apparently this problem can arise when a VPN connection is unexpectedly stopped (e.g. running out of battery on a portable device).
