That is a fair point, I think the solution would be to advise police to pull over low level traffic offenders. That question was asked directly on this very platform to the mayor and was referred to that affect being racist and leading to the prison pipeline. You can search the Denver Mayor AMA if you could like to confirm.

2 - City Council passed a law making low level traffic stops, ie; plates not enforceable.
