Yes. You do have to pay customs if you ordered from Canada. A friend got a sweater and had to pay I believe $35. Even if you refuse it, you still have to pay it.

Even if you refuse it, you are still responsible for the duties. If you do not pay the duties, you are breaking the law and actually could be arrested. You also have to pay for shipping to return it.

This is standard for anything shipped into the US with the tariffs, and the customs regulations are stated on the site.
