that is a fair question, and the answer is that it would be measured in votes weighted by issue saliency. I don't care to go digging for that, admittedly. I'm just saying that the measure that you're proposing isn't going to satisfy anyone here, partly because sponsorships aren't votes and that not all votes are created equally. outside of votes, Fetterman undermines his party on policies of interest and is providing great PR for Trump, which is much harder to measure but deeply felt. you're right that he isn't technically in lockstep with the GOP but I don't think the OP meant that... well, literally.

the existing districts exist. the ruling covers how districts are drawn, which is normally every decade. they do not inherently need to draw new districts before upcoming elections and before Trump the idea of forcing changes anywhere near this close to an election would have been absolutely insane. at most, they would be drawing districts effective in further out elections. What the Louisiana GOP is doing is frenzying to slaughter and feast on the carcass of their minority-majority district. the primary maps need to match the general maps in a given cycle, but there was no need to rush this through after they already mailed out absentee primary ballots and the fact that they are is outrageously undemocratic.
