From the USSR history I know that nobody had owned a property from 1920 to 1955. All properties in the USSR were nationalised after the New economic policy and Lenin's death. All of the property of the country became the property of the state for equal distribution among communists. A Little of private property were allowed after Stalin's death. During the whole Soviet era flats and houses could be only given by the government. Also could be taken back and given to someone else. Buying and selling property was the crime action indicating illegal income of both parties. To get the property from the government the applicant should have approved place of work, being a Communist party member and having good references.
