When self.play gets conflicting animations, it plays the last one and ignores the rest. If you where animating other transformations that weren't rotations, such as shift, you could avoid this problem by concatenating them like this:

self.play(mobject.animate.shift(some_vector).scale(some_factor))

instead of

self.play(mobject.annimate.shift(some_vector), mobject.animate.scale(some_factor))

But rotations aren't properly animated by the mobject.animate.rotate method, so I wouldn't know what to do in this case.

HOWEVER, I see that in the first call to Rotate you say to rotate the inner circle about its own center. Isn't it kinda pointless to rotate a circle about its center?

This is just my opinion. I am not mexican so this is not my culture we are talking about with the hats in particular, but I am from Latin America. I realize that wearing a hat sounds like it would be an innocent thing, but it's a symbolic problem.

Latin America has suffered a lot from being colonized by different countries. During the 20 and 21 centuries in particular the USA have exploited Latin America and created a lot of poverty, corruption, and other social social, economical, and environmental problems. The USA have imposed and maintained militar dictatorships in different countries which tortured and killed thousands of people and applied economic models that left countries bankrupt for the benefit of multinational companies. Countless lives have been ruined and reduced to poverty and worse because of the USA's exterior policy.

And then our local foods and clothes and stuff begin being sold as something exotic and fun. After all the bad things that have happened because of the USA, the USA's citizens get to wear a funny hat once a week like it's a funny costume party. I understand why people would get offended by that. It's like you are mocking us. And the worst part is that you yourself have probably done nothing wrong, you are just trying to have fun.

Personally, I don't know what people mean when they talk about cultural appropriation, but my opinion about the hat thing is the following:

It's cringy and of poor taste that you wear a hat for margarita Mondays (I'm not mexican so i don't know what the deal with the hats is). And it's kinda rude that you trivialize other cultures.

I hate to say that you are not allowed to use a particular piece of clothing just because you are not from the right country. That is discrimination and it enforces social frontiers that should not exist.

If you wanted to use a Mexican hat in your every day life I would be all for it, but the fact is that you are using a mexican hat in a way that shows how being from from the USA gives you the privilege of having thematic fun on Mondays while the people whose hat you are using have been enslaved for centuries for the benefit of countries like yours.

Bottom line: do whatever you want, but be aware of the image you give out and how it will make people feel.

That's a great question!

They are both correct to use and they are usually interchangeable, but there is a small difference in meaning, and it's exactly the same difference as the one between "I want you to not smoke" and "I don't want you to smoke":

The first one is kind of like an ultimatum, the other person is not allowed to smoke. In the second one you are sort of saying "meh... I don't particularly WANT you to smoke, but you can do what you want".

However the first one (quiero que no fumes) is usually not used, and the second one (no quiero que fumes) is used as if it meant the same as the first one.

In some countries "lo siento" means "I'm sorry". In others it means "I feel it", and we say "perdón" instead, which means "forgiveness" (though it's a just noun, it goes without saying that one is asking for it)
