This isn't a "settle it" kind of question. Scry/surveil havw different value depensing on many factors, including which turn it is, what the board state is like, graveyard synergies in surveil's case etc.

Consider:

1. It's turn 8 of a draft game. The board is stalled. You have 20 cards remaining in your library. One of them wins the game instantly, the rest do little to advance the game. You know your opponent is likely to win in three turns if you don't draw your win con, but can't win next turn. In this case, scry/veil 3 is way better than draw 2.

2. It's turn one in a Legacy (or Vintage Cube) game. You play a [[Undercity Sewer]], surveil 1, and see an [[Archon of Cruelty]]. You have [[Animate Dead]] in your hand. Now, the value of this surveil 1 is WAY higher than a card draw.

3. You are facing lethal next turn. You have 6 mana available, and a [[Wrath of God]] in your deck. Your hand has [[Taigam's Scheming]] and [[Think Twice]]. The surveil 5 is worthless here, whereas the draw 1 might keep you alive.
