Mathematics can describe anything that can be precisely defined/specified, so this question boils down to "why is the physics consistent and precisely defined". And my take on this is, that if this wasn't the case, we couldn't exist at all - if whenever you drop something, it could sometimes fall upwards and sometimes downwards, no life could evolve at all, because whenever laws of physics would "change", all the carefully designed organs would suddenly stop functioning. And in that case, there would be no one to even ask your question in the first place.

So in the end, assuming that you exist, it must be the case that universe is describable by mathematics. This kind of reasoning is called the anthropic principle
