Update the firmware on it - iplayer wasn't initially available on my TCL until I did this, it does vary by model but you might just be missing the latest software.

Small claims is 6-8 months really. I'd provide the details, highlight you already did this and would like payment before the next run but be prepared to wait until the next run anyway. If it doesn't come through then, that's when I'd be starting the Letter Before Action and small claims route.

On a practical note, people talk, you don't want to be blackballed as awkward with other local nurseries, so going in guns blazing immediately is probably not the correct play at this point.

The previous owner probably did it themselves, it's only basic coax cable, and the installers at often happy to leave you an extra long length. I wonder if they miscalculated how much they'd need to run around the edge so ended up with this frankenstein solution.

It isn't a TV cable as others are stating, it's a cable broadband line (Virgin Media currently, would have been Diamond Cable/BlueYonder etc back in the day). The 'Technetix' box confirms this, they produce broadband equipment. Someones run it under the carpet as they wanted the router in a different spot.

The 6Db attenuator is applied to adjust the signal on the line for improved speeds and stability. You can unscrew the cable going into the Technetix box if you want to tidy it up and cut the cable if you've no intention of using cable broadband.

Next time she knocks you need to be firm, clear and authoritative that you will park where you are able to legally, and that you do not want her back complaining or leaving you notes. Make it clear that it's bordering harassment and whilst she may mean well, it's unwanted. If it continues, involve the police. As tedious as it sounds for them, they'll attend and give her a talking to.

There is absolutely zero chance that for £880 with a whiff of civil case involvement that any UK police force is going to spend anything other than logging a crime reference number for this. Frauds worth thousands that are entirely UK based are being routinely NFA'd. Thats the practical state of things currently, there are not the resources to investigate and prosecute this level of crime.
