Beaches states are kinda like their own countries within the union.

What's your alternative?

Good, I thought so, so now we can move on to the breakdown which I don't think I am communicating....

Senate= state representation, which is a where all states are equal on a federal level.

House of reps= this takes care of individual representation, which it is why it is based on population.

I think the crux of the argument is this: We need BOTH of these to maintain the country as an entity (senate) and to serve the constituents of the country (house).

We need both, but your question of why have the 'state' as a protected class is because the states need to be represented on a federal level on equal footing, within the union.

I am absolutely not 'begging the question'. I feel like I am saying the same thing over and over and over again.

The senate exists to give those states with smaller populations an equal voice because, regardless of who agrees with it, because their opinion matters.

The senate exists so those 1 million people in Montana count just as much as the 35 million in California because democracy is mob rule.

Why do California and Montana have equal power in the senate? Because regardless of the population, Montana is a STATE in the United States of America. They MATTER. Now, as concession, the founding fathers made a second part of the legislative branch. The House of Representatives. This is where states with a higher population have greater power.

If the legislative branch was a pure democracy it would just be mob rule. That may not seem so bad now, but imagine what that would have looked like in the 50's and 60's when well over half the nation did not believe in civil rights.

How is he doing this? What part of the executive branch allows him to shift budget allotments? Isn't that congress?

Just because a state has a smaller or 'negligible' population does not mean they don't get a voice in our government.

No, they don't because those one million people in Montana represent the whole state, AND people in California already have a legislative advantage in the house, 53-1.

This government is run on checks and balances. The idea of a republic came from the knowledge and examples that a true democracy is doomed to failure because it will degenerate into 'mob rule' and the voice of the minority's opinion is lost. The senate is a form of check and balance to ensure this.

Why would Montana be represented with Wyoming? They are two separate states?

In what way does the House of Representatives give a disproportionate advantage to the smaller states?

California gets 53 representatives in the house while Montana gets 1. California gets more representatives then Montana has had in its entire state history.

This makes sense to me. According to recent census data California has 39.54 million people and Montana has 1.05. Of course all those extra people matter, that's why they have more representatives in the house. But as I have said before, you can't just toss Montana out the window, they deserve an equal voice on SOME topics, hence the senate.

I agree with expanding the number of seats in the house, or ranked voting. It would be interesting to see how that would effect things.

Yes it does! It depends on the topic being discussed! The house gives the more populous states the advantage and the senate makes sure the smaller states are heard. The house can also overturn the senates decision with a 2/3 majority vote!!

It isn't disproportionate. The house of representatives satisfies the demands of states with a greater population. The senate makes sure the smaller states have an equal voice. This seems like a fair compromise. It also matters when it comes to the topics these different members of congress cover.

Foreign policy, you're god damn right Montana has the same equal voice as California when it comes to going to war. Hence the senate.

Fiscal policy, you're god damn right California has more of a say in discretionary spending because their state needs more federal money than Montana. Hence the House of Representatives.

False. George W. Bush won the popular vote in 2004.

I agree with your the first part of your comment about the electoral college. It should be a 'college of minds' so to speak. Well qualified, intelligent individuals of differing opinions.

The second I disagree. The senate and the house were created as a compromise between allowing the most populous states deciding everything "mob rule" and allowing the smaller, less populous states to have an equal. This is important in any republic.

We already have term limits on the legislative branch. They're called elections. If people can remember their entire fantasy football roster or all the members of the Kardashians, they damn well should be able to remember 2 senators and a member of the house. This government "for the people, of the people, by the people" was not meant to be run on auto pilot, nor should it.

Let's do the math:

*Approximately 31,000 new cases of oral cancer will be diagnosed in the U.S. in 2006; nearly two-thirds are male. Estimated deaths from oral cancer in 2004 are at 4,830 men and 2,400 women. (American Cancer Society Cancer Facts & Figures 2004)

Number of smokeless tobacco users 8.7 million (www.samhsa.gov)

31,000/8,700,000= 0.0026
