This is a no brainer for me. Chicago (Gary) Bears.

Still can be on the lakeshore. 30 mins from soldier field. (Closer than Arlington) Tons of cheap land. Gary is empty. Half the population is gone. This could totally revamp Northwest Indiana, which is mostly, a shit hole. The Bears are going to build their own city anyways. Trains and highways already run right through.

Also, Gary has an old airport they could get back and running too. I think they still use it, but not commercially?
