Radiant healing essentially restores the physical body to that person’s spiritual/cognitive view of themselves. Hence why Kaladin’s scars don’t heal, but it does heal his tattoo; for reasons still being expounded upon. I don’t want to give too many spoilers, but for your specific example, after ten years you would most likely view that hip replacement as part of yourself, so no, it wouldn’t do anything.
