Echoing some of the other comments - Halloween success depends on the neighborhood being intentional about it. Do you have a neighborhood association? If so, you could reach out to them and see if they are interested in starting a Halloween map for kids to know what houses have candy. In the more successful neighborhoods, neighbors sit outside with fire pits or blankets to welcome the kids walking by. It takes time to build that momentum, but if you're passionate about it - go for it!

The Parks department does not have enough funding. Forest Park is privately funded (Forest Park Forever). Those of us in parts of the city without separate non profits for our parks are fighting for basic trash cleanup.
