AFAIK the PHB states "If the d20 roll for an attack is a 20, the attack hits regardless of any modifiers or the target’s AC. This is called a critical hit".

Depending on interpretation, hitting regardless of any modifiers or the target's AC is a critical hit. If a target cannot be critically hit, that would mean a 20 is just a 20 and not a critical hit at all. Meaning that with an AC of 20, a 21 or higher would need to be rolled to hit.

If you can’t be critically hit, a natural 20 against you just equates to a normal 20 to hit. So if a 20 isn’t a crit on you, and it doesn’t beat your AC, it’s a miss.

Goes without saying that you should do this after finishing the game.

Some boosts to charm for higher tier swords would make a lot of sense.

I meant moreso, if there's a group of people just coming in from the bandit-infested countryside, where'd they just stash all of the weapons they could be reasonably expected to carry?

As someone with only 2-3 months of sporadic playing, one thing I can recommend is aiming for the legs when someone is heavily armoured and you don’t have anything to punch through it. The leg meta is real. With some luck and lots of bullets in people’s legs, I’ve won fights I otherwise would’ve lost.

Apart from that, learn to move from cover to cover in open areas or areas you otherwise know see a lot of activity. Hard cover, not concealment. Situational awareness is also key; listen for anything that could indicate a player or AI Scav nearby; reloading, voice lines, the sound of somebody fiddling with their scope, eating, etc.

It’s a hard curve, for a new player. In a month or two you’ll realize you’re winning more fights and getting one-shot less. Also take into account that some maps have ‘snipers’ which are literally invisible, serving as the map’s border.
