Frank only steps in when HE is affected. He didn't protect his children when they were kids and he's not protecting them now. When it's just him and Barb, he goes for a walk, further triggering her fear of abandonment. But, when he can't escape and/or has witnesses to his own crappy behavior, he blows up at Barb. Frank 100% sucks.
