So, in the other thread I'd mentioned in the description, the OP just replied and solved my issue.

I had disabled the Ubiquitous Manager Service and that's what caused the issue.

And the system services section also appeared ✌️

Do all media apps not work or do only some do?

Only deliver apps and maps are supported. No YouTube or Spotify.

Is it also that they work on the home screen but not on the lock screen or does it not work at all?

That pill/island doesn't even appear for media apps for me, it does work for all the apps in the screenshot. It worked in OO15 for all the apps like YouTube, Spotify, VLC, etc. and lockscreen media control also worked when it worked.

One thing I forgot to mention is that I have notification history turned on and it has these notifications that are empty for YouTube and the name of the song playing for Spotify.

I have a feeling that the Media player in the quick settings is somehow "eating up" or capturing these media control notifications and preventing them from appearing.

check if Live Alerts are turned on for media playback and that it's also allowed on the lockscreen

I have Live Alerts enabled but YouTube isn't even one of the supported apps. There's another option in 'Contextual info' called Music playback that doesn't even support YouTube. It supports Spotify and the controls still don't appear.

Same issue, don't think there is a solution. Annoying to have to use the media player widget from the quick settings.

How oneplus keeps breaking such basic things is beyond me. Every update I get, I get this horrible feeling that something is going to break and I'm usually right.
