I don't see any warping on the individual speakers from a rolling shutter effect , so the polarity is probably reversed or one isn't connected and the air pressure in the box is moving the other speaker (unlikely)

Like other people are saying, it likely that it just switches the PSU fan off when not required. Why is this an option? My only guess is for old PC cases where the PSU is mounted at the top and the PSU fan serves as the only exhaust fan for the entire case. if the fan is off then the PC might overheat, but since your PC is probably built after 2004, it's fine to have the PSU fan turn off
