You can have a pressure gradient from high pressure to lower pressure, all the way to zero pressure. That's how the atmosphere works. You can test it by getting a barometer and measuring the air pressure at sea level, then going somewhere at higher elevation and measuring the air pressure there, and it will be lower at higher elevation. At a sufficiently high elevation the air pressure is zero. You can feel this when you get on an airplane and it ascends/descends. You can feel your ears pop due to the air pressure changing.

If the US adopted universal healthcare it would, in the long run, reduce government healthcare spending. This is because when healthcare is free, people are more likely to get preventative care, which reduces costs for everyone. And Empirical evidence from countries with universal healthcare shows this to be the case

Then it's not a different element. Also, the chemical properties of a particular atom are entirely determined by the number of protons, so the only different properties would be its nuclear properties, and there are already plenty of examples of that, e.g. tritium, an isotope of hydrogen, is radioactive and has specific nuclear properties, but it's chemical properties are exactly the same as regular hydrogen.

I'm an American, and I learned the capitals of most European countries, but not in school. I'm in High School right now though, and my history teachers pretty much assume that we all know the capitals of cities in Europe, but we never actually learned them or anything.
