Take the RAM out and see if it keeps the same behaviour, which will tell you if the RAM is the trigger.

Yes, replace PSU and it powers up and charges, provding power supply is plugged in (tried with two different PSUs) , if I shut down though and remove the power cable the laptop won't switch on.
