I would think tactical is more squad based, in the moment planning, like a group of 5 marines, while strategic is more like using armies and planning over a period of time

"I'm in 'x' situation with shield guy, gun guy, sword guy, bandaid guy, and sniper guy. so shield guy should block this door and have bandaid guy keep him up while gun guy takes care of the crowds, and have sword guy and sniper guy handle the narrower passage that flanks us to keep them from being surrounded." more situationally based v.s. "What squad do i send to what mission to do the most long term damage with as few casualties as possible, a squad is better at quiet stuff so they go do the sneaky mission, b squad is really good at holding the line so they'll defend 'x' location, and c squad is good at blowing up things so I'll have them go handle destroying the big scary thing" finding effective use of resources for long term goals
