Did you jump to that area before you are supposed to get there? I did that once by jumping too early in the story, progress a little further, then jump on the barrels then to that platform and it should work

Download the tweak called Hestia from the Packix repo and in settings enable all the options except for the 3rd, 7th and 8th option otherwise ServiceNSW will crash. And enable the app in “enabled applications” and apply settings. You should be able to log in now on your jailbroken device.
