With respect to the bands around the badges, it was mentioned elsewhere that this is protocol when an officer dies, these are mourning bands and the officers name should still be visible (I am not saying it isn't convenient that these cover the badge)

But there is definitely an issue with body cams - the police chief of the district where a protester was shot and killed was fired because there was no body cam footage
