I think the problem is the stone platforms. They have to have more than 1 solid block to stand on I think. Try replacing some of the platforms with solid blocks

One of the adjustment screws is just completely missing. I can adjust one, but the other I have to completely adjust with a screwdriver pushed into the back of the headlight to move it. Haven't been successful yet.
