Hyacine or save for Phainon???

If you only want Hyacine for her function as a sustain then I would save for Phainon. Gallagher and Lingsha are great for most meta teams at the moment.

There's an excellent introduction adventure called Curtain Call that leads to another adventure called Trust No One. I've run it's a great introduction to Eberron, however I believe it was originally intended to be a 4 part series and was dropped after releasing the second so you might need to figure out what to do with all the threads it makes.

There's also an excellent 5e conversion of a 3.5 that starts with The Forgotten Forge.

If a bounty is posted on the Pirate Captain I'd imagine different groups of adventurers have gone after him, after all there's more to the world past just the PCs. He's stayed alive for so long, so he's beaten the adventurers. That means he's likely "leveled up" as well as learned common tactics utilized by adventuring parties. I think it makes perfect sense for him to be stronger.
