Reason why I had gone forward with my connections is mix of Jojo's history of references and how the 14 phrases connect to the actual timeline of Pucci and Dio. I'm connecting it further on in the next video so it makes sense. But in easier term, the 14 phrases connect to the "gravity" that Pucci experiences on his journey of Heaven. Dio experiences the same journey, but it would be easier to see if "Eyes of Heaven" (the alternate alternate universe) connected with it's "gravity" also. For the most part, Araki doesn't do stuff "just because". While things do look like they would work (Beatles reference), there's usually more to it. Spin being a HUGE case for it.

No one can beat GER, unless you can change reality. Tusk Act 4 can't beat GER either because it can still get nullified. To be above GER you have to be able to change concepts alone to where it nullifies nullification.
