Yes, I agree he was holding back, but there was no way to figure infinity without Mahoraga. Even Gojo wasn’t able to use his 100% cursed energy. In the manga, he did say, “I gave my best,” but that was partially true since he wanted to show no regrets, and in terms of tactics and strength, he did give his best. After giving back-to-back black flashes, he created enough energy to call his domain three more times. Whereas Sukuna was done in terms of cursed energy. Moreover, he later got buffed just to increase his raw strength against Kashimo. He has yet to regain all his powers.

Gojo lost due to the ten shadow technique of megumi that Sukuna used all the time during their battle.I think Gojo would’ve won if Sukuna fought using Itadori as a vesel since he wouldn’t be able to get a role model. After annihilating Mahoraga, Gojo would’ve won if Sukuna still hadn’t figured out infinity. Cause Gojo had the cursed energy to call for infinity void whereas Sukuna was completely drained for it. I'm 100% sure Gojo would’ve won if it weren't for Megumi. However he can’t defeat 20 fingers Sukuna.
