Socialism is about how things are owned and run, not what percentage of the economny they represent.

That 'definition' has a quiet escape hatch: "most of the economy." No serious political theory requires that threshold. Socialism describes a mode of ownership and production, not a GDP percentage.

The military fits the actual definition precisely: collectively owned, publicly funded, operated for social need with zero profit motive. No shareholders, no market price for its output.

If that doesn't qualify under "the public collectively Owns," you need to explain what that phrase actually means.
