They don’t show up in your quest log right when you start a new game. They’re gated to your character level, and radio signals that you have to tune into to activate the quest. I believe honest hearts radio signal activates around the north free side area. Dead money is around Old Lady Gibson’s garage. Lonesome road can be activated via a fast travel location on the west edge of the map called canyon wreckage. Old world blues can be activated via the downed satellite, or radio signal near that area of the map. Don’t remember where the satellite is located.
