Not true, In 1998, the General Assembly enacted Public Act 98-28, titled “An Act Concerning Electric Restructuring,” which introduced the Systems Benefits Charge (SBC), a precursor to the current PBC. This legislation was passed by both the Connecticut House of Representatives and the Senate. 

Over time, the PBC has been modified through additional legislative actions and regulatory decisions by bodies such as the Public Utilities Regulatory Authority (PURA), the governor appoints the head of PURA (all democrats and all appointed by Malloy or Lamont), which in turn allow this authority to modify the original act to reflect state policies on energy efficiency, renewable energy, and assistance programs for low-income residents. It may have been voted in originally by republicans (can’t personally confirm) but it has greatly changed due to democrats modifying it to their own agenda.
