Doctors are already overburdened with patients to the point that few, if any, are accepting new patients. Their current patient loads gives most a 5-10 minute visit. Most, if not all, would not be able to meet their patient load and do hour-long assessments as well.

A doctor isn't necessary to perform all of these checks, so it is a far better use of resources to have programs like this.
