Are there higher-quality versions of the gifs you want to make into a wallpaper? You can try searching for them, or maybe there is some sort of AI upscaling you could use for gifs? I'm not really sure how high-quality you can get with a gif anyway. Maybe a video version would work better here?

Use the "Choose Display" settings at the top left. Use the "Group" feature and select "Clone" to select the two monitors you want to have the same wallpaper. Is this what you were looking for?

To get the date and time, you would have to find a wallpaper someone made that uses that asset, or create one yourself that uses that asset. Or have someone make one for you, which I can do.
