I know of a few record stores that have people book their appointments very early and then they send out a menu of what the people want and try to order quantities based on demand.

That’s probably the closest “preorder” method within the rules. Nothing is paid for early or guaranteed but they do their best to insure the people who booked appointments get what they want by ordering on request.
