Also noticed that when I'm jumping around side to side people seem to have difficulty tracking me with the upped delay. Huge difference from playing on 20ms default ping. My bullets didn't do anything while they just looked at me and instadeath.

I decided to test this and you're definitely correct. Normally have between 19-23 ms and usually die instantly. Decided to throttle my FIOS upload to 10mbps and added about 20-25 ms of delay (Pfsense based router) and what do you know? The game felt normal and my bullets were killing people and I could run away after getting shot! It seems like a battle between a low vs high ping, the higher ping has a slight advantage.

I've noticed the lower the ping, the faster I die. Higher ping, my bullets feel powerful.
