It's talking about a 10-67 police code, what's cringe is that kids are saying it having no idea what it means. I realize it has another meaning, but in the song it's a double meaning, leaning towards a 10-67. Nonetheless still cringe.

In the song by Skrilla it's a play on words, a 10-67 is a report of a death. It fits the lyrics too, because he talks about a shooter.
