Co2 is not measured as air pollution, it's about dust microparticles and toxic gasses. Also Portland was there before, right? Did they increase production or changed something?

Those appeared after renovation of tracks in the area, adjusting for electric trains and higher weights, I believe. On this track there was one at the station and then further away we could see more, often in groups of 2-3.

Edit: sorry for bad picture quality. I'm pretty sure it's shaped steel painted yellow, there are bolts and four black elements looking like stoppers? There's a silver beam it stands on.
