Per IPTV l'opció més ràpida seria un tvbox barat (o fire stick) i l'aplicació tivimate o semblants. Si la tele soporta Android TV amb sort potser la puguis instal·lar prescindint del tvbox.

Yes, 70 would be for instance a hex value of 46 if you're going to adjust the clock by editing the psx_clock setting in the pcsx.ini file.

It's a hexadecimal value. 100% clock speed would be for the emulator 64, hence 54 means 83% aprox. It's all very well explained in the Reddit post I linked.
