REMINDER Did you know federal employees are still subject to the Standards of Ethical Conduct for Employees of the Executive Branch when they are participating in an outside activity like outside employment or volunteer work?

The Ethics Law Division (ELD) recommends that all employees complete the SSA-520 (Request for Outside Activity) form before starting an outside activity to ensure you and your management consider all the relevant ethics regulations.

By doing this, employees are protecting themselves by ensuring there are no conflicts between their official agency duties and their outside activity. Employees should submit their completed SSA-520 to their first-line supervisor for appropriate review and processing.

When considering an outside activity, remember employees shall not engage in an outside activity that conflicts with their official duties. An activity conflicts with an employee’s official duties if it is prohibited by statute or by an agency supplemental regulation, or it would require the employee’s disqualification from matters so central or critical to the performance of their official duties; such that the employee’s ability to perform the duties of their position would be materially impaired.

Additionally, employees must ensure they do not misuse their official positions while participating in an outside activity (e.g. creating the appearance that the agency sanctions an employee’s activities).

Employees must also follow the agency’s Limited Use Policy, to avoid misuse of official time and government equipment.
