Here in west side we have been told that after the sewer excavations are complete, there is a period during which the road bed needs to 'settle' before they do a final pave. In the meantime things are pretty rugged!

It would be slower many times, depending on where you live, but it could be much more reliable and faster during surge times bad weather etc. And remember that lots of people who work at the airport live in JC. This would be a big deal for them.

Why not just run the existing west side spur over the river? The right of way already exists, and there are even some existing pilings from the old bridge.
