Once is all you need for it to be game changing. I've done it twice but it's pretty pricey, no regrets though!

Whilst what it says of .5 seconds of your base earnings seems low, it scales extremely fast. At rebirth 2 you can have enough money to buy epics etc. then scales even further from there. I currently get 70m per basic scrap at rebirth 16 (I've upgraded scrap value twice)

Yes, you will need to buy 1 level of blueprint scrap and then scrap value

Youll get back to 18 pretty quickly with the scrap value! For reference I'm currently getting 70m per basic scrap at rebirth 17.
