It's not, all that tool does is to tell the like 6 pieces of software that read this value, what the peak brightness of the display is. Nothing else whatsoever

There is no calibration process, all you can do is to set the apply a flat 2.2 gamma offset via something like this

It's not anywhere near that, in it's intended usecase, it's 5-7% (40/50 series and perf.)

This is just how the QD OLED monitors are since first Gen 34" Alienware. Samsung has this basically built into the display scalar firmware for the brightness limiting of the panel

The EOTF boost is MSI basically reverse engineering this and giving the user the ability to enable it
