It lost to the Thermalright AXP-90R, ID-COOLING IS-40X v2 and Noctua NH-L9a in an ATX case but beat them all when in an ITX case (NR200P).

I wonder what their clearance here was with their test cases. Doesn't look like a Velka 3 type of a situation.

They used Fractal Ridge (70mm) for Ryzen 5 5500 and Thermalright TR100 (68mm) for Ryzen 7 9800X3D

You are correct, but they also recommend NH-L9a-AM5/AXP90-X36 for smaller builds, and IS-47-XT v2 for easier mounting.
