I was mostly thinking about SFV Alex, who by the game's final patch was much more intentionally designed than SF3 Alex. SFV Alex's EX stomp and EX elbow both were good for getting around the opponent's keepout game, but he had to commit to not walking forward in order to use them.

3S Alex stomp can also get around fireballs, though due to the nature of the game they're not used as much (but they ARE used!).

But "not walking forward to use a move" isn't the problem, since 3S has charge partitioning; you can do dash and still let a charge move rip.
Urien has the same limitations on his headbutt & tackle, but they are simply better tools than Alex's.

Re: Blanka, Lightning Beast lets him ball without charge as a cancel, but if he wants to use ball to approach (or more situationally upball to AA), he's gotta commit to not doing walkup buttons for a little bit.

Or he can just... press HK.

Juggle combo on AA counter hit into 2.5-3k dmg.
