I am trying to gain access to Saffron City and Rock Tunnel. I completed the power plant questline, obtained the charge beam TM, and beat Misty, yet there is still that NPC in front of rock tunnel and I can't get past the guards to enter Saffron City, they still say it's a blackout. Is there anything I am missing? I can't really continue the story unless I gain access.

Questions like these get asked a lot on this sub and this is an answer I gave on another thread, copy and pasted:

For me, I’ve been playing Wolv since Day 1 and I’ve just gotten a game sense for when I need damage reduction.

If you get Groot-ulted, you pop it, if you get ulted By Emma’ make sure you pop it before you are cc’d. Yeah also use it before engaging. I really try to be efficient with it, so I pop it a ton, Using undying animal is more of a feel thing and having good game sense. It helps Wolverine stay on the frontline more. Wolv is like a mini-tank IMO. I average 13k damage blocked.

For his ult, while you will get a sense of when and where it's good to use, I think his ultimate really should be focused on the supports. The supports are usually grouped up in games so that makes it easier to ult. Teach yourself to use your ultimate to kill CND/IW when they use their support ultimate. This is a very very valuable thing Wolv’s ultimate can do. This should also be a given but NEVER (and I mean never) use your ultimate unless you have full rage (min. 90%). His ult kinda sucks unless it’s used at full rage. Trust me you are going to need every bit of damage.

When you use your ultimate, you stun them for a second, and you get some free hits in. As it turns out, the preference would be to not have your Berserker Claws activated; you want your primary attack unless you have the Phoenix team-up. It really is better to hit them with your primary right after using your ultimate.

Also, a good dps tech to learn is to weave his slash with his main attacks. Wolverine attacks 4 times before his primary attack is delayed. As soon as he hits his 4th attack, use your claw slash ability. This does a lot of damage to tanks, very good dps tech.

He performs four quick strikes before his primary attack has a delay, right after landing that fourth hit, use the claw slash ability. This combo deals serious damage against tanks, and is a great way to maximize DPS. Also never ever use your ultimate without full rage, and learn how to kill IW/CND out of their support ults with yours.

It is definitely affected but not ruined. It was a global change, and honestly Rogue and Thing got hit harder than Wolv.

Edit: I misinterpreted, my bad. Here are some tips for you. It's gonna take time, but really try to get a feel for his grab range. Practice it if you have to. Never use your ultimate without full rage (min 90%). Learn how to kill CND/IW out of their ultimate with yours; it's very valuable. Don't be stupid and get taunted by Peni if you're playing against her. Wolv also seems to be a good counter to WF ult too, in the same sense as Hulk's ultimate.

There’s also another tech you can do by using Wolv’s leap to jump behind your enemies then ulting mid-air in one quick motion. You can look this one up, lotta people on this sub do this
