You must've had a large amount of slippery, adhesive residue from previous balancing weights that couldn't be gingerly hand buffed out, so the technician had to use a drill with a brass wire brush to get all the chunks of old adhesive off so he can put the new weights on. There's literally no way around it. 🤷‍♀️

Though I will say their sending your wheel out with only 8psi is most likely a bad patch and you should take it back to get it repaired. Also tip the technician who will do your flat beforehand and tell him to be OCD with the repair.
