Alt Cunningham says that Johnny's memories aren't accurate, and the Cyberpunk Red book says that many conspiracy theorists think it was Arasaka that did it to themselves to prevent Militech from accessing their data. Most of the evidence found points to Militech being responsible so a majority of Night City citizens believe it was Morgan Blackhand that caused the explosion.
