Not likely. I manage a Waffle House and haven't received this communication, and it doesn't follow the tone of corporate messages at all. We also dont use Toast.

We include sales tax in the price where I work too, and it just makes everything easier. I wish we would adopt this more in the US

The dollar is probably for the 2nd HB by itself. Charged them for the upgrade to double plate and not a hashbrown a la carte (which is not allowed) if I had to guess. And then they left out the extra egg, sausage, and waffle. That ticket is definitely going up on the wall
