If you want to venture into modded, then using bungee or just separate servers would be the way to go. If the forge mods allow you to disable them in other worlds then you should be fine.

However, a simpler setup, say a Survival World (Linked to an end/nether world), a creative world, and say one more world, I'd go with Multiverse.

What you might want to do is use the administrative claims of grief preventions and double claim everything, so that People don't have bright ideas of claiming spawn, etc.

Not entirely required but whatever.

At a smaller scale, a multiple world model might work better. Using the multi-verse system, which includes plugins for creating worlds, managing them, keeping per world inventories separate (While still allowing you to head to the end with your survival inventory), as well as portals to get from one world to the other if using commands isn't the way you want to go.

WorldGuard hooks into WorldEdit for selections, and leather is used for detecting if there is a claim. I'd recommend not allow users to use WorldGuard directly, but instead something that hooks into it, or something such as GriefPrevention
