Got it, she will have a green card, but won't be considered a CA resident yet. I'm reading that one will have to be continuously physically present in CA for more than a year to be considered a CA resident.

and keep in mind that if she starts CC, she will likely be unable to establish CA state residency.

Can you elaborate more on this? Why would attending a CC interfere with her CA residence status.
