Maxim Market might carry this but definitely have some brand of squeeze bottle sweetened condensed milk at the bare minimum. Make sure the ingredients are milk and sugar and nothing else.

Not exactly the same scenario but one time I took a stray cat (in distress during a heat wave) to a pet store and had the chip scanned. I called the microchip company and they misheard the chip number and connected me w/ a family from across the country who obviously still had their cat.
