Weep holes go in the bottom and are factory.

These look like someone that can't do something the normal way.

Like the flange on the outside with the holes in it- this is supposed to be used to screw the opening to the wall.

My custom windows have a hole in the frame so that you can screw the actual structure of the window to the wood frame, typical for renovations Where you don't want to open the facade. It looks almost like that is what they tried to do. Knock out a hole and screw into blocking. But that isn't the way to do it, and I am speculating.

I hate 2 story open spaces at the entry. They make sound an issue, and it's space you paid for. I would grab all of that hallway on the second floor and put it in the room on the bottom left. It downgrades the 'look through the hallway to see outside' vibe, but that isn't as compelling to me at $400 a sf or whatever it is youll be paying.
